Barrio 18 spread south into Central America and Mexico largely as a function of a change to US immigration policies in the mid-1990s, which increased the number of criminal charges for which a foreign-born resident could be deported to their country of origin. Many members will tattoo 18's all over their body, including their face, letting all oppositions know where they are from. The gang has left a bloody trail at a pace three times that of many of the city's most active gangs. 18th Street is a well established gang that is involved in all areas of street-crime. Several 18th Street gang members have reached a higher level of sophistication and organization in their illicit activities than other gangs.
The violence that came with Barrio 18’s deportation into Central America forced many innocent citizens to flee their home country in search of refuge in America. The gang capitalized on this desperation and began their human smuggling business. It is made clear to the refugees that they can pay the smugglers and they will bring them into the United States or they can not pay, and they will not make it alive. The gang is so far spread throughout Central America and the United States that they have no issue finding drug or human smuggling routes. Many blame the U.S. for the violence Latin America now faces at the hands of these gangs. The Wire claims that drugs consumed in America makes cause for trafficking and loose gun laws supply the violence. The mass deportations sent members to places they were not welcome or did not fit in, where banding together with their gangs gave them a sense of belonging.[/size]
